IMPORTANT NOTE REGARDING WORD LIMIT REQUIREMENTS:

Please note that each and every assignment has its own word limit.

Weekly postings are described as “brief” assignments. They should be between 150 and 200 words. (The List of References should not be included in the word count.)

If you exceed the word limit on an assignment or if you do not meet the lower limit, your assignment will likely be returned to you for revision. There will be a 10% loss of your score for an assignment that had to be revised because the original version exceeded or failed to meet the word limit.

Reforms in Emergency Management Policy

For the past 30 years emergency management policy has been the subject of major reforms. In 2002, the Homeland Security Act passed on the heels of the events of 9/11. The failures surrounding Hurricane Katrina in 2005 led to the Post-Katrina Emergency Management Reform Act of 2006 (Title VI of the Department of Homeland Security Appropriations Act, 2007). The reforms in the Post-Katrina Act reformed some of the policies initiated after 9/11 and enhanced FEMA’s authority. Each of these legislative acts served to widen the scope of emergency management policy.

For this Discussion, select an emergency management policy reform that occurred after a disaster or emergency incident. Think about how the disaster or incident prompted the policy reform. Then consider why reforms in emergency management tend to happen after an incident rather than before and any challenges to making reforms in emergency management policy before an incident occurs.

Note: Please DO NOT select the policy reforms related to Hurricane Katrina as an example.

With these thoughts in mind:

Post by Day 1 a brief description of the emergency management policy reform you selected. Then describe the incident that occurred that prompted the reform and explain how it did so. Explain why emergency management policy reforms tend to happen after an incident rather than before. Finally, explain why it might be challenging to make major reforms in emergency management policy before an incident occurs.
